He received his Bachelor of Science in Biology degree and medical degree from the University of Missouri-Columbia, Missouri, both with cum laude honors. Practicing in San Antonio for over 19 years, Dr. Burns moved to the area after completing his medical residency in Galveston. He grew up in Sedalia, Missouri. As a junior in college, he participated in biomedical research program in Galveston, and fell in love with the town.
